Moggill Sub-Arterial Road, Centenary Motorway to Rafting Reserve 


Moggill Road is identified as a principal cycle route in the Southeast Queensland Principal Cycle Network Plan. This active transport planning study, commissioned by TMR, investigated improvements along the Moggill Road corridor between the Centenary Motorway and Rafting Ground Reserve.

Project scope and active transport planning objectives

Marvel Engineers was engaged to:

  • examine and develop safer bicycle rider and active
  • transport treatments as part of a comprehensive active transport planning approach
  • progress planning for fit-for-purpose bicycle and pedestrian facilities, considering both existing and future user needs
  • develop business cases for staged delivery.
Delivering active transport planning within a constrained corridor

Georgia O’Connor was the Project Manager embedded within the TMR team. She led the development of OnQ business cases to support active transport planning outcomes along the corridor.

The project presented several key challenges:

  • A constrained corridor, with private residences and commercial properties located directly along the road reserve boundary.
  • Limited or no existing provisions for active transport users.
  • An unsafe and unattractive cycling environment, with high vehicle speeds and low driver awareness.
  • No alternative corridor offering the same directness and legibility for cyclists.
  • Limited funding availability for active transport improvements.
Stakeholder collaboration and technical coordination

Due to these constraints, Georgia was also required to deliver the project using the OnQ Type 1 5in1 template—one of the first implementations in a TMR Metro Planning project.

She worked closely with the design consultant (AECOM) and internal TMR stakeholders, including E&T and the Project Evaluation Unit. This collaboration ensured active transport planning solutions addressed both on-road and off-road options, delivering continuous, safe infrastructure for cyclists and pedestrians.

Strong coordination with technical stakeholders was essential. The constrained corridor and 5in1 assurance process required formal endorsement from subject matter experts. Georgia facilitated this by organising workshops at key milestones, helping streamline feedback and minimise review delays.

Funding strategy and staged delivery

Georgia identified opportunities to optimise project scope within funding limitations. Some elements were reallocated to the Mass Action – Targeted Road Safety Program (TRSP). This reduced overall project CAPEX while ensuring critical safety improvements could still be delivered.

She also developed a staging strategy, allowing sections of the active transport works to be delivered within existing funding allocations.

Navigating OnQ 5in1 requirements

The OnQ 5in1 template introduces requirements beyond a standard OnQ project, incorporating elements from the Project Assessment Framework (PAF), typically used for major projects exceeding $100 million CAPEX.

Implementing this new framework required strong stakeholder alignment and consistent communication. Georgia built effective relationships with internal teams, ensuring alignment across technical disciplines, smooth adoption of new processes, compliance with 5in1 requirements, and ongoing updates to project teams and regional representatives.

Project outcomes 

Georgia successfully delivered two business cases (Section 1 and Section 2) for the department. One section has progressed to delivery in line with TMR funding allocations, improving active transport outcomes for Moggill residents.

These business cases now serve as a benchmark for future active transport planning projects using the OnQ 5in1 framework.
