Marvel Engineers was engaged to develop three PAMP reports for each of the three towns within the Murrumbidgee Council area.
The aim of the PAMPs was to improve the pedestrian network’s coherence, comfort, safety, and accessibility and mobility.
The PAMPs guided Murrumbidgee Council in achieving its objectives to:
- facilitate improvements in the level of pedestrian access and priority, particularly in areas of pedestrian concentration.
- reduce pedestrian access severance and enhance safe and convenient crossing opportunities on roads.
- identify and resolve pedestrian crash clusters (or near-misses).
- facilitate improvements in the level of personal mobility and safety for pedestrians with disabilities and older persons through the provision of infrastructure and facilities which cater to the needs of all pedestrians.
Liaising with locals
Marvel Engineer’s Director Georgia O’Connor spent a week within the Murrumbidgee Council, liaising with local elected officials and community members to understand each town’s objectives.
Each of the three towns of Jerilderie, Coleambally and Darlington Point had their own unique issues when it came to existing pedestrian facilities. And each report needed to capture these succinctly. It was challenging to determine the real priorities in each town, based on the large amount of relevant information provided by stakeholders and differing opinions of the community.
It was also difficult to review the existing infrastructure prior to the site visit. This was due to up to date map information being unavailable.
Addressing challenges
To address these challenges, Georgia conducted a five-day site visit to Murrumbidgee Council. She walked key areas of the town, capturing photos to verify or challenge Google Maps data, and engaged with local path users.
This hands-on approach provided a greater understanding of the existing network and allowed for an unbiased, informed engineering assessment to guide prioritisation.
Unlike remote assessments, the site visit offered firsthand insight into infrastructure conditions and community needs. This was critical for realistic recommendations and socially valuable outcomes.
Marvel Engineers submitted the reports containing staged recommendations for the Council. These were prioritised from highest to lowest.
